NASA SEWP

The vehicle

SEWP is a governmentwide acquisition contract managed by NASA’s SEWP Program Management Office and open to every federal agency. It is divided into three scope categories, each subdivided into groups by size standard. Category A covers ITC/AV solutions under NAICS 541519e, the IT value added reseller code. Category B covers enterprise-wide ITC/AV service solutions under NAICS 541512. Category C covers mission-based ITC/AV services, also under NAICS 541512.

The ordering period is ten years from the contract effective date, and an order issued inside that window may be completed up to sixty months past expiration. The value is not to exceed $20 billion.

SEWP is unusual among governmentwide vehicles in that the program office sits between the buyer and the holders: it reviews quote requests before release and tracks orders through delivery.

Scope

This award is Category C, Group C1, the small business set-aside. Category C provides customized solutions at the mission or program level, through methods including custom computer programming, telecommunications and network operations, engineering and design services across IT, audio-visual, and communications, data processing and analysis, hosting, computer facilities operation, management services, consulting and educational services, digital government services, and cyber security and security systems services.

Product-only requirements are outside the scope of Category C. Where Category C and Category B overlap on service area, Category C is the one intended for mission-level implementation and Category B for enterprise-wide requirements spanning multiple departments, locations, or field offices. Services may be performed at government or contractor locations worldwide, as each order specifies.

Category C carries a per-order threshold of $2 million inclusive of options during the first year of contract performance and $10 million during the second. Those restrictions are subject to removal from the third year onward.

Placing an order

An ordering agency submits a quote request through the SEWP tool. The program office reviews it and releases it to the holders in the relevant category and group, and the agency places the delivery order against the responses it receives.

Contract holders are given a fair opportunity at the individual order level under FAR 16.505(b), including through the SEWP request for quote tools. No order selection documentation has to be submitted with the order; the issuing procurement office retains it.

Authorized contract types are firm-fixed-price, time-and-materials, labor hour, fixed-price award fee, fixed-price incentive fee, fixed-price with economic price adjustment, and hybrids of commercial contract types. The ordering contracting officer includes the FAR and agency clauses appropriate to the type chosen.

Ordering guide

SEWP requires every contract holder to publish an ordering guide for its award, covering how to obtain a quote, the policy for installation and post-delivery support, and how to resolve a problem with an order. The guide is reissued within ten business days of any contract modification.
