The systems that decide benefits and separate aircraft are decades old, and the people who understand them are retiring. We use AI to make undocumented code understandable and to move faster through the mechanical work, keep our people on the judgment calls, and run everything inside the agency’s accreditation boundary. We build in vertical slices, so users can try each piece while there is still time to change it.

Federal programs depend on data held by systems that were built separately and never made to interoperate. We start with data ownership and authority, design interfaces contract-first and publish them to a catalog the agency owns, and build reconciliation for the case where two systems disagree. Deciding which record is authoritative is the hard part, not moving the data.

Zero trust is an engineering program, not a product: authorization moves to the identity layer and is checked per request. We start from an accurate inventory of what is actually deployed, design segmentation the team that operates it can maintain, and normalize network, host, identity, and application telemetry into one place, so an analyst is not correlating across four consoles during an incident.

Finding vulnerabilities is the easy part; agencies are judged on how fast they close them. We test for exploitability in the environment as configured, report findings in the order they should be fixed rather than the order the scanner produced, and deliver each one with the remediation that closes it. Then we retest and record what was verified.

Most of what a program needs already exists as an authorized commercial service, so the work is choosing well, moving the data, and getting people to use it. We map the real workflow first, exception paths included, and score platforms against that rather than a feature matrix. We stage the migration in defined steps and scope adoption from the start, because a platform configured correctly and never adopted has delivered nothing.

Federal cloud migration is constrained by where data may live, what the authorization boundary allows, and how the work can be bought, not by technology. We authorize the landing zone before workloads move into it, decide rehost, replatform, or refactor per workload against its remaining life and running cost, and move workloads one at a time with a tested path back. Every environment is reproducible from version control, so cost and configuration stay under control.

Operations and maintenance is most of the federal IT budget, and most of a service-desk queue is the same work repeated. We run operations on a cycle, measure where the cost actually sits before changing anything, and automate the repetitive tickets to clear the queue for the calls that need a person. Where we also hold the application, we push recurring fixes back into the code instead of letting workarounds become permanent.
