The vehicle
SeaPort NxG is how the Navy buys engineering and program management support, and for most of that work it is the required route rather than one option among several. The Naval Surface Warfare Center, Dahlgren Division awards and administers it on behalf of the Naval Sea Systems Command and its partner commands, which means one set of terms covers work across the entire Navy enterprise.
The ordering community is NAVSEA, NAVAIR, NAVWAR, NAVFAC and NAVSUP, the Office of Naval Research, Military Sealift Command, and the Marine Corps. A program office at any of them can place work here without standing up its own vehicle.
Scope
Work falls into two service categories, Engineering and Program Management, subdivided into 23 functional areas, and may be performed for new or existing product areas, programs, and missions.
More than 1,800 firms hold SeaPort NxG and the Navy keeps adding them through rolling admissions, so holding the vehicle does not distinguish one holder from another. What decides a given requirement is prior delivery for the command buying it.
Placing an order
Task order solicitations no longer go through the SeaPort Portal. They moved to the Procurement Integrated Enterprise Environment on 1 April 2026, when the portal stopped processing awards and modifications. The portal began decommissioning on 30 June 2026 and shuts down at the end of FY26.
