The vehicle

SHIELD is the multiple-award IDIQ the Missile Defense Agency established to acquire capability for the Golden Dome for America missile defense architecture. It carries a stated maximum value of $151 billion over ten years, made up of a base ordering period and one or more optional ordering periods.

MDA made 1,014 awards in December 2025 and expanded the pool by a further 1,086 in January 2026. A SHIELD award is therefore a qualification to compete rather than a competitive position on its own, and the discriminator on any task order is relevant technical past performance.

Scope

MDA acquires research and development services across nineteen work areas, spanning technical and engineering services, cyber security, test, information technology, and mission support for the integrated missile defense architecture.

The program is oriented around countering hypersonic, ballistic, and cruise missile threats, and MDA has stated an intent to use digital engineering and open architecture approaches across it.

Placing an order

MDA competes task orders among the holders. Requirements are issued against the work areas an order falls under.
