The vehicle
The Multiple Award Schedule carries pre-negotiated rates and terms, so an ordering office works under FAR subpart 8.4 rather than running an open-market procurement, and no separate justification is required to use it. For a requirement that fits a Special Item Number it is normally the fastest route to award.
The cost of running the program is an Industrial Funding Fee of 0.75 percent, already inside the rates a buyer sees rather than added later. GSA eLibrary is the authoritative record of the award and its current terms.
Scope
A schedule award is scoped by Special Item Number rather than by a general statement of work. Each SIN carries its own description, its own pricing, and in some cases its own qualification requirements, and an order has to fall inside one of the SINs the holder carries.
This award carries three SINs, covering engineering services, information technology professional services, and management consulting. The current term runs through July 12, 2031.
Placing an order
An agency issues a request for quotation through GSA eBuy to the holders of the relevant Special Item Number, evaluates the responses under FAR 8.405, and places the order directly. No separate justification for using the schedule is required.
Orders may be firm-fixed-price, time-and-materials, or labor-hour. Agencies with recurring work can establish a blanket purchase agreement against the schedule rather than issuing each order from scratch.
