The vehicle

The Multiple Award Schedule carries pre-negotiated rates and terms, so an ordering office works under FAR subpart 8.4 rather than running an open-market procurement, and no separate justification is required to use it. For a requirement that fits a Special Item Number it is normally the fastest route to award.

The cost of running the program is an Industrial Funding Fee of 0.75 percent, already inside the rates a buyer sees rather than added later. GSA eLibrary is the authoritative record of the award and its current terms.

Scope

This is a distinct award from the schedule contract OCH Technologies holds in its own name, with its own contract number, its own term, and its own negotiated rates. It carries two Special Item Numbers, covering engineering services and information technology professional services.

Which of the two awards fits a given requirement depends on the Special Item Number the work falls under and on whether the buyer intends to use a small business set-aside. The joint venture is an SBA-approved mentor-protégé entity, so it is eligible for set-aside awards that OCH Technologies would pursue differently on its own.

Placing an order

An agency issues a request for quotation through GSA eBuy to the holders of the relevant Special Item Number, evaluates the responses under FAR 8.405, and places the order directly. No separate justification for using the schedule is required.

Orders may be firm-fixed-price, time-and-materials, or labor-hour. Agencies with recurring work can establish a blanket purchase agreement against the schedule rather than issuing each order from scratch.
