FAA eFAST

The vehicle

eFAST is the FAA’s preferred contract vehicle for small business contracts. Holders are pre-qualified by functional area, so a program office competes a requirement among a known pool rather than starting a procurement from scratch. Orders can be firm-fixed-price, cost-reimbursable, time-and-materials, or labor-hour, and the agreement accepts orders through September 2029.

FAA acquisitions do not run under the Federal Acquisition Regulation. 49 U.S.C. 40110(d) exempts the agency from the FAR and related acquisition statutes, so eFAST procedures come from the FAA Acquisition Management System. Terminology and ordering mechanics differ from a FAR-based schedule.

Scope

The agreement spans professional, technical, and support services across eight functional areas. The areas a holder carries determine what it can be asked to bid.

OCH Technologies holds five of the eight, covering engineering, systems development, systems support, business management, and training. That combination spans modernizing a system and then operating it, rather than stopping at delivery.

The FAA is the primary customer. Other federal agencies may use eFAST on a limited basis.
